Government of Somaliland has received financing from the World Bank towards the cost of Civil Service Strengthening Project-(CSSP) being implemented by the Civil Service Commission and intends to apply part of the proceeds for consulting services. The project development objective (PDO) is to strengthen basic functions of payroll, human resources and policy management in selected central agencies and line ministries
The primary objective of the assignment is to provide a Human Resource Management Information System (HRMIS) that meets the business needs of Somaliland Government by delivering comprehensive HRMIS user functionalities, valuable reporting, increased efficiency, improved risk management, remaining relevant with a robust self-service function that is led and managed by the Civil Service Commission.
The consultant firm will be recruited to work closely with the government team for undertaking a Rapid Assessment of the Human Resources Management Information System in the Civil Service Commission led by the Civil Service Commission (CSC).
The proposed duration for the assignment is Two (2) calendar months from start date.

The Civil Service Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:
- Core business of the firm and years in business.
- Specific experience in successfully implementing similar assignments (in-depth international expertise in the areas HRMIS operational reviews, development and implementation).
- Experience of relevant services in an environment similar to that of Somaliland (Demonstrate experience HR database development, and statistical program with large public/private entities) with similar environment as in Somaliland.
- Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.
Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s Policy on conflict of interest.
Consulting firm may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Consulting firms will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
