The Civil Service Strengthening Project (CSSP) supports the Government of Somaliland (GoSL) to improve capacity to perform key government functions, strengthen its policy capabilities and improve civil service management including support to improve institutional, organizational and individual level capacity to improve public sector performance. Organizational performance is directly dependent on the quality of staff performing well-defined functions on the basis of clearly defined mandates and availability of appropriate tools and enabling work conditions. The CSSP aims to support the GoSL to conduct a rapid assessment of mandates, functions and staffing requirements of ministries, departments and agencies (MDAs) including taking them through a visioning process to define their vision, mission and value system. The key objective is to support the establishment and/or strengthening of Human resources and the Policy and planning departments in the beneficiary institutions (BIs) and the roll out of related reforms in these areas. The activities under this assignment will be carried out jointly by a central organization design team in the Civil Service commission and reform teams in each of the participating institutions.

The objective of this assignment is to provide technical assistance to support a diagnostic assessment of the organizational set up of MDAs focusing on their mandates, functions, and organizational structures, staffing requirements and administrative policies, processes and systems.

The result of the organizational assessment will facilitate the identification of critical and strategic positions to be filled through the Talent Management Program (TMP).

A consultancy firm will be recruited to work closely with the government team on Re-organization and Modernization by the Civil Service Commission (CSC).

The proposed duration for the assignment is 120 working days within the dates from May 10th 2020 up to 30th October, 2020. The time frame includes the validation of the reports and the preparation of the final reports.

The Civil Service Commission now invites eligible consulting firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

  1. Core business of the firm and years in business.
  2. Specific experience in successfully implementing similar assignments (in-depth international expertise in re-organization and Modernization)
  3. Experience of relevant services in an environment similar to that of Somaliland (Demonstrate experience in re-organization and modernization with similar environment as in Somaliland).
  4. Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s Policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
