The Government of Somaliland (GoSL), together with the World Bank, is implementing the Civil Service Strengthening Project to strengthen basic functions for payroll, human resources and policy management in selected central agencies and line ministries. Work on the diagnostics of key civil service reform areas including recruitment, career management, competency management, staff retention, performance management, coaching and mentoring, code of conduct, have been completed awaiting drafting into civil service administrative policies, rules and procedures for Cabinet action and implementation.

The civil service reform currently being undertaken by the government needs to result in improvement of the public service delivery and performance. It is in this regard that the Government of Somaliland, with support of the World Bank and its development partners, is seeking a qualified Consult – firm, partnership or a joint venture, or other qualified organization – to work with stakeholders to conduct public service delivery quality assessment.

The primary objective of the assignment is to execute service delivery assessment gathering baseline information on the current leadership and service delivery rendered to the public and to provide assessment reports and evidence- and data-based recommendation on how to improve quality of services provided by all MDAs, including their 6 regional offices.

The consultant firm will be recruited to work closely with the government team for Service Delivery, Leadership and Innovation Assessment for Somaliland Government

The proposed duration for the assignment is Three (3) calendar months from start date.

The Civil Service Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar

assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

  1. Core business of the firm and years in business.
  2. Specific experience in successfully implementing similar assignments (in-depth international expertise in the design and implementation of quantitative surveys and qualitative assessments.).
  3. Experience of relevant services in an environment similar to that of Somaliland ( Extensive international experience in advising public organizations on organizational development service delivery improvements).
  4. Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s Policy on conflict of interest.

Consulting firm may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consulting firms will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
