Role PURPOSE

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.  We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination.  And its girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children.  We support children’s rights from birth until they reach adulthood.  And we enable children to prepare for – and respond to – crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for over 80 years, and are now active in more than 77 countries.

Plan international has opened an office in Somaliland and started programmes that focus on child protection, education and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise

Having started programming in Somaliland Feb 2020, Plan International is scaling up development and emergency response in the country.  The Programme Manager (PM) is a key leadership position for Plan International Somaliland/Somalia and is a core member of the country management team. This position leads and provides oversight to Plan International’s programme direction, impact and learning across all programme.

The post holder will ensure that the Somaliland/Somalia strategy remains relevant, and responds to changes in context, and that Plan has the people and resources to effectively deliver on commitments. The post holder will be expected to provide strategic leadership across the programme and to represent Plan International in Somaliland and internationally, with the Government, UN agencies, INGOs and national organisations

Accountabilities and MAIN WORK ACTIVITIES

Strategic Leadership (20%)

  • Drive cross-functional engagement and ensure the delivery of quality and integrated programming in line with the Country Strategy, as well as organizational policies, standards, frameworks, and procedures;
  • Serve as the key contact person responsible for engagement with existing programmes.
  • Drives efficiency in project delivery, gender transformative programming and enhancing donor retention through timely relationship management;
  • Cultivate existing and new stakeholder relationships in order to generate new projects in close collaboration with the Business Development Manager
  • Develop and implement a framework in coordination with other departments to support Plan Somaliland in the application of gender equality as a key guiding principle in the determination of program implementation priorities;
  • Review departmental procedures and guidance identifying gaps and establishing benchmarks, to ensure effective program implementation, communication and monitoring and evaluation.
  • Lead the Program department budgeting including forecasting and alignment with CO program priorities and resource envelop;
  • Oversee, review and ensure high quality and timely donor reporting;
  • Ensure that monitoring, evaluation, research and learning plan supports the Interim Country Strategy delivery;
  • Serve as liaison with designated Plan International National Offices on various issues relating to project implementation;
  • Represent Plan Somaliland in relevant committees, forums and conferences to show case our core purpose and what works for girls and young women.

Quality Programming (20%)

  • Ensure project delivery standards, that are aligned to Global standards are developed and aligned to Global standard;
  • Oversee all program activities to ensure continued alignment with the interim Country Strategy
  • Coordinate and prepare Plan Somaliland’s reporting on the implementation of our annual program plans;
  • Oversee the country office’s quarterly reporting process, including driving improvements as agreed upon in close consultation with the Head of Mission;
  • Provide stewardship in planning, follow-up, evaluation, quality strengthening and reporting;
  • Assure delivery of high quality, evidence-based, innovative programs for children across all field offices;
  • Steward and engage in all program department’s best practice capture in order to ensure consistently excellent service delivery;
  • Coordinate with the relevant departments at all levels during programme/project implementation and monitoring to assure optimal quality in delivery;
  • Drive continuous improvements to assure quality programming, effective utilisation of project resources and monitoring and evaluation;
  • Establish a system to promote/document programme learning and development;
  • Ensure relevant policies in particular gender equality, child & youth safeguarding is embedded within programme cycle;
  • Enhance the capacity of implementing partners and stakeholders on programme management;
  • Oversee a monitoring system that provides timely, robust and accurate project results by embedding MEAL across the project life cycle;
  • Ensure the development and implementation of Monitoring, Evaluation, Research and Learning (MEAL) framework at all levels; and that the Country office engages in collection and use of data and evidence and that this is shared across the wider Country office and stakeholders as need be;
  • Conduct timely review of project reports and ensure quality programming and reporting;
  • Monitor key performance indicators and in partnership with other function areas, take deliberate steps to improve quality programming platforms to ensure standards are met;
  • Seek and promote innovative ideas, approach to ensure programme quality;
  • In coordination with relevant technical leads, ensure utilization Plan International’s gender markers in alignment with PII program guidance and standards and assure appropriate platform for reporting on this is developed and effectively operationalized across all field offices;
  • Ensure program design and budgets assures proper adherence to MERL framework and embeds appropriate learning questions
  • Ensure that all programmes are made known to the coordination forums and respective Ws Matrix are timely submitted

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (10%)

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures;
  • Ensure that Programme implementation staff at the country office and in the field are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
  • Ensure that Plan Somaliland contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Capability Building and People Management (10%)

  • Provide overall vision and direction to the programmes team in coordination, planning, prioritization, coaching and supervision;
  • Support staff to understand and comply with the organizational vision, mission, strategic direction and other organization policies;
  • Ensure development and humanitarian programmes team are operating as high-performance teams and have clear accountability lines (direct and matrix);
  • Socialize and nurture Plan Values and Behaviors;
  • Create an enabling working environment across different department units to foster excellent teamwork and high performing staff;
  • Create a safe working place;
  • Oversee the delivery of effective capacity building support in key areas of programme management, finance management, logistics management and human resources management
  • Establish, communicate and monitor standards of performance and behaviours of the team through development of Individual Accountability Plans (IAP), and key performance indicators (KPI’s) that are agreed annually, and monitored and updated regularly;
  • Support team members to gain the necessary skills through learning and development
  • Conduct performance management processes of direct and functional reports
  • Model our value-based leadership framework underpinned by our feminist leadership principles.

Working in Partnerships (20%)

Plan International Somaliland engages in strategic partnerships with government, civil society, private sector, academia, youth association, and non-governmental agencies, at all levels so as to work together to ensure gender justice for girls

  • Establish/strengthen concrete partnerships with implementing partners to leverage the respective entities’ resources, expertise and mandates to driver gender equality at field level;
  • Build networks and partnerships with like-minded organisations for the overall enhancement of the programmes and profiling of the organisation.
  • Lead in engaging key networks, movements and alliances relevant to the girls’ empowerment and gender equality.
  • Contribute to the strategic roadmap for the development and implementation of partnerships management standards and guidelines.
  • Contribute to the development of standards and guidelines for partnership management are regulated updated, understood, adhered and reflected in practice.

Influencing and Advocacy (5%)

  • Contribute to the development and lead the implementation of effective and evidence-based advocacy strategies that enable girls to Learn, Lead, Decide and Thrive;

Contribute to the creation and adapt initiatives that effectively influence duty bearers, key stakeholders and decision-makers to promote and ensure rights of girls;

  • Contribute to the development of high-quality publications, media messaging and all internal/external communications that support Plan’s advocacy and influencing work.
  • Support integration between communications and advocacy teams to effectively deliver programmes.

Financial Responsibility (5%)

  • Work with the finance team to ensure that project budget enables delivery as designed;
  • Monitor project performance and budget utilization and advise on corrective measures;
  • Oversee the coordination in the budget, preparation, consolidation, analysis and timely submission’;
  • Ensure the timely implementation of grants and sponsorship budgets. The creation of POs and closing of grants in SAP is done expeditiously;
  • Ensure that all grants/sponsorship projects have opening/launch, regular grants and projects monitoring and closeout workshops/meetings;
  • Ensure that all project expenditures are on time and according to the budget (within permissible variance limits) and to oversee and guide any budget reforecasting and reallocation exercises that are required.

Risk Management (5%)

  • Coordinate and support programme quality and delivery on programme audit, child protection audit, and gender strategy review exercise and adequate application of management response across all impact areas.

Other Responsibilities (5%)

Technical expertise, skills and knowledge

Qualifications/ experience essential:

  • A Master’s Degree in Social work, International Relations, Development or similar field;
  • 10 years of relevant experience in INGO Sector or demonstrated equivalent combination;
  • At least 7 years’ experience in managing development programme in the country within the INGO sector;
  • Proven experiences and ability to coordinate and collaborate with different civil society and Community based organization;
  • Demonstrable working experience in development programme;
  • Knowledge of developmental agendas in complex and protracted development and humanitarian landscape;
  • Experience in context, funding and market analysis;
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals;
  • Demonstrated track record in donor reporting and budget management;
  • Experience in leading team, coaching and mentoring, especially managing a large team;
  • Excellent experience in conflict resolution.

Qualifications/ experience desirable:

  • International experience in managing development programme;
  • Experience in managing Humanitarian response;
  • Knowledge of key programme areas such as Gender based Violence, DRM and resilience SRHR and youth economic empowerment;
  • Knowledge of development and humanitarian issues affecting young girls, adolescent girls and women is preferred.
  • Ability to influence without power

Languages required

  • Excellent written and verbal communication skills in English

tECHNICAL cOMPETENCIES

Knowledge:

  • In-depth knowledge of gender and inclusion and global/local development issues, with particular knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
  • Mastery of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
  • In-depth understanding of the policies, processes, institutions and organizations that shape the development and humanitarian context and standards within Somalia.
  • Understanding of the implications of working with a rights based approach to development and is able to analyze the situation of children’s and particularly girls’ rights in his/her working context
