Partnership for Economic Growth Program Scope of WorkMonitoring, Evaluation and Learning Specialist

The USAID-funded Partnership for Economic Growth program is seeking applications from qualified

nationals for the position of Monitoring, Evaluation and Learning Specialist (MELS). The position is

based in Hargeisa with field travel across Somaliland and South Central Somalia.

Reporting to the Program Manager, the MELS will implement the collection of program monitoring data

through conducting visits to the Partnership program’s activity sites and analyzing and reporting on

program performance. S/he, will support the Partnership’s research activities such as its annual M&E

survey, perception survey, and analyses used to prepare new activities. The MELS will also be

responsible for coordinating with USAID’s third party monitoring firm – the SPSS program implemented

by IBTCI, including regularly providing the appropriate monitoring data for the third-party monitor’s

clearinghouse database.

Specific Responsibilities will include:

1. Use the Partnership’s approved Monitoring and Evaluation Plan (M&EP) to ensure all data collected

meets the specified performance requirements;

2. Advise the Partnership senior management on all M&E tasks including, design, adoption,

measurement, and reporting of performance indicators;

3. Manage and conduct field site visits, using standard report formats, to confirm performance data, subactivity

status, collect program data, and/or assess whether the sub-activity met its objective;

4. Ensure that appropriate data collection procedures are maintained and updated for realistic, accurate

tracking of performance indicators;

5. Provide an analysis of the data quality of each performance indicator, as part of the reporting process;

6. Coordinate M &E tasks and activities in South Central Somalia

7. Provide technical supervision, training and guidance to the M&E Officer and Grants and Procurement

Officer based in Mogadishu and Hargeisa respectively;

8. Liaise with with USAID’s third party monitoring firm – the SPSS program implemented by IBTCI,

including regularly providing the appropriate monitoring data for the third-party monitor’s

clearinghouse database.

9. Other duties as assigned by the Program Manager.

Qualifications:

· Requires minimum of BA in a Social Science field;

· Minimum 5 years working experience at least 3 of which should be in M&E or related field. Postgraduate

· qualifications would count for some of the years of experience. Experience working on

· academic research, databases, and program implementation will be an added advantage

· Experience in working with international organizations in an M&E portfolio, and knowledge of

· USAID (and/or other donor) data quality standards a definite advantage;

· Oral and written fluency in English and Somali languages
