Position Description

Title:               Project Coordinator

Location:        Lasanod, with travel to Buhodle and Talex

Duration:  12 months subject to initial 2 month probationary period

Background

Danish Demining Group (DDG) has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. DDG’s approach has since evolved to support community and district-level planning that addresses an array of public safety concerns whether related to firearms, explosive remnants of war, and local conflict.

DDG is a sub-unit with Danish Refugee Council (DRC). DRC is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement.

DRC has been implementing humanitarian activities in Somalia since 2008. Using a protection of human rights framework, DRC Somalia assists refugees and migrants from the Horn of Africa and provides emergency assistance and livelihoods support to Somalis who are affected by conflict and drought throughout Somalia.

Purpose

The position Project Coordinator is based in Sool, with travel around the region. This position will coordinate the implementation of the Community Driven Development (CDD) in Lasanod, Buhodle and Talex. In particular, the person will be responsible for supervision of activities implemented on the ground. The Project Coordinator will consult closely at all times with the Armed Violence Reduction Manager and Area Manager.

Key Responsibilities

·         Co-ordinate and work with relevant state-level government authorities, local government institutions, non-governmental organizations, community-based organizations and local communities in order to ensure the smooth execution of project activities.

·         Capacitate and manage project staff and field operations covering three district towns.

·         Ensure effective collaboration with DDG and DRC management and related technical advisors for the fully integrated CDD programme.

·         Develop and implement mechanisms to monitor project performance, in consultation with CDD stakeholders, against work plans and project targets.

·         Ensure that the project is implemented in accordance with DDG/DRC and donor policies/procedures.

·         Manage project budget, including approval and monthly review of expenditures, ensuring close collaboration with the relevant support staff

·         With technical staff, carry out timely and sound appraisal of community sub-project proposals.

·         Supervise the preparation and implementation of sub-contracts potentially including: baseline surveys, end-line surveys, evaluations and any other activities that may need to be sub-contracted to an external supplier of works, services and goods. 

·         Participate in all project reviews and provide technical support for independent evaluations and audits.

·         Prepare regular and ad hoc reports as needed.

Reporting Arrangements

The Coordinator leads a joint DDG/DRC team directly supervising team leaders in each district town. The Coordinator reports to the DDG Armed Violence Reduction Manager for Somaliland and Puntland through a regular mechanism to ensure close collaboration, addressing of priorities, and regular engagement with various stakeholders.

Personal Specifications

·         University degree in a relevant subject (post graduate degree preferred).

·         A minimum of 6 years of work experience in project formulation, implementation, coordination and/or management in complex environments.

·         Significant experience in community development or local governance is essential. Please note that applications from candidates that do not have experience in one of these will not be considered.

·         Direct operational experience in conflict-affected or post-conflict countries and/or broad knowledge of themes relevant to conflict and/or post-conflict is a strong advantage.

·         Demonstrated ability to lead a diverse multi-disciplinary team.

In particular, the person will be responsible for supervision activities implemented in the ground. The Project Officer will consult closely at all times with the Project Coordinator.

Key Responsibilities

·         Liaise with District authorities and Government Ministries in the Community Development (CD) areas. Supervise CDD Team Leaders and Facilitators to ensure preparation of sound community development plans through optimal community participation.

·         In the absence of Team Leaders, oversee field budgets and ensure they are strictly adhered to all supporting documentation for expenses are properly completed.

·         Supervise the CDD Team Leaders to insure optimal development impact through participation.

·         Assist the Team Leaders to identify formulate and implement community development plans (CDP).

 

·         Train the Team Teaders and Facilitators in community mobilization, project planning, implementation, monitoring and evaluation.

·         Assess the need for developing and /or utilizing other community development methods/tools that might benefit program.

·         In conjunction with the Team Leaders, assess the need of, propose and arrange trainings (including on the job training) for the CDD facilitators.

·         Co-ordinate CDD activities with in other agencies in order to guarantee on overlapping between initiatives.

·  Overall responsibilities for coordination with district authorities in the CDD areas.

·  Support preparation of monthly, quarterly, annual reports as per agreed format.

·  Assess and evaluate project proposal related CDD work.

·  Be focal point for the beneficiary complaints mechanism and ensure that complaints are dealt with through the appropriate channels.

·         Other relevant duties as directed by the Project Coordinator.

Reporting Arrangements

This position currently reports to the CDD Project Coordinator on the following aspects:

·         Accomplishment against agreed action points as result from review meetings

·   Achievement of targets in daily, weekly and monthly work plan

·   Timely and quality periodic reporting:

a)    Debriefing of daily Finance achievements, challenges and recommendation

b)    Submit weekly and monthly reports at the end of each month in coordination and approval of CDD Project Coordinator.

c)    Quarterly report 

·   Conduct regular discussions with the CDD Project Coordinator on on-going Program activities;

·   Monthly and yearly work plans;

·   Contribute to monthly, quarterly, six monthly reports, including reports on implementation

      progress, constraints and opportunities as per DRC and donor requirements

Essential:

Purpose

The position of the M&E Officer Facilitator is based in Sool with regular visits to all field/site locations.

The M&E Officer Facilitator is responsible for implementation of all M&E activities related to the CDD project in Lasanod, Buhodle and Talex and should be familiar with participatory methods and overall data management. The M&E officer Facilitator will consult closely at all times with the Community Driven Development Project Coordinator and the M&E country teams.

Key Responsibilities

·         Take the lead in participatory monitoring and evaluation activities and if necessary train staff and communities on M&E methods.

·         In accordance with the DDG-DRC M&E Country team conduct or supervise hired enumerators in: Assessments, Baseline Studies, KIIs, FGDs and Evaluations for all CDD activities

·         Quality assure and identify training support needed by communities to strengthen participatory M&E and follows up to ensure the support is provided;

·         Support field staff to improve monitoring at field level and make frequent visits to various CDD locations in Sool area.

·         Collaborate with the Management Information System (MIS) team of DDG-DRC to compile all necessary data, for example weekly/monthly output data, sub-project tracking sheets and other relevant data from the field.

·         Present information and reports to the M&E DDG-DRC Country Team;

  • Use monitoring reports and community visit reports to identify gaps and bottlenecks in project implementation relative to the CDD Operations Manual, work plans and log frame.
  • Develop new methodologies, initiatives and tools in relation to M&E activities e.g. PNAs, baselines etcetc.
  • Carry out qualitative assessments of ongoing process to ensure the inclusiveness of the process and that subsequent sub-projects selected for implementation reflect the involvement/contribution and needs of all segments of the community (youth, elderly, women and vulnerable);

·         Undertake field trips to observe and document progress and quality of implementation and lessons learnt on ongoing sub-projects;

  • In collaboration with the field engineer, conduct field visits to confirm that CDD implementation especially at community level, comply with the Operations Manual;
  • In collaboration with the MIS Country Officer and national HAP Focal Points, ensure that communities understand how to use the DDG-DRC complaint mechanism to submit any complaints they may have about project implementation;
  • In collaboration with the Field engineer conduct pre-tender and post-tender meetings with a sample of prospective sub-contractors to discuss quality and expected competence for CDD sub-projects.
  • Help to translate community documents from Somali to English;

·         Perform other work-related duties as directed by the Sool Team Leader and/or DDG-DRC country team.

  • Ensure that all aspects of the M&E operations are carried out in accordance with the DRC Code of Conduct and the DDG Community Safety Operational Guidelines. Report any discrepancies in M&E operations or suggestions for amendment to the Programme Manager and M&E Advisor.

Personal Specifications

Essential:

  • Knowledge of the local context and willingness to work in all three locations of the project
  • Proven communication, interpersonal and facilitation skills
  • University degree in social science or tertiary education in a relevant field will be a recommendation
  • A minimum of 2 years specific M&E related work experience in the field including data management
  • Proficiency in basic statistical techniques including SPSS, data analysis and data interpretation 
  • Motivation, enthusiasm and willingness to learn new things

The position Team Leader is based in Lasanod with, regular visits to all field/site locations. As part of the implementation he/she is responsible for the planning, reporting and operational implementation of all Community Driven Development (CDD) activities in the assigned DDG-DRC target areas in accordance with the DRC Code of Conduct and the DDG Community Safety Operational Guidelines. The Team Leader will consult closely at all times with the Field Project officer.

Key Responsibilities

  • Act as the main spokesperson of the DDG/DRC CDD project in the assigned target areas
  • Draft work-plans for the CDD team in the field in close consultation with the CDD Facilitators and then share these work-plans with the CDD Project Coordinator for review and approval.
  • Allocate tasks within the CDD team in the field, taking an equal share of tasks as the CDD Facilitators and ensuring that all members of the CDD team in the field are exposed equally to the different types of tasks involved in the project cycle.
  • Liaise with local leaders and local and national government authorities about safety in the assigned target communities in order to facilitate a consultative community safety process
  • Plan, prepare, implement and document CDD operations, including but not limited to: Community entry, community mobilization, community planning, Beneficiary Complaint Mechanism, Annual Work-plan and Budget.
  • Ensure good cooperation with partners in joint or supplementary implementation areas.
  • Compile the required monitoring forms and reports using the prescribed DDG/DRC formats and submit reports to the Field Project Officer within assigned deadlines.
  • Ensure the quality and accuracy of all documentation produced by the CDD team in the field.
  • Ensure that all tasks allocated by the CDD Project Coordinator are executed promptly, efficiently and in accordance with DDG/DRC operational guidelines.
  • Take good care of all assigned equipment, including computers and communication equipment
  • Produce monthly field budgets, logistical lists and associated order requests.
  • Ensure that there are receipts for all expenses and compile all receipts according to DDG/DRC financial guidelines by the end of each month and submit to the finance
  • Follow all DDG/DRC Procedures for security, finance, logistics, HR and administration.
  • Attend trainings as required by DDG/DRC.
  • Any other tasks requested by the Field Project Officer.
