Government of Somaliland has received financing from the World Bank towards the cost of Civil Service Strengthening Project-(CSSP) being implemented by the Civil Service Commission and intends to apply part of the proceeds for consulting services. The project development objective (PDO) is to strengthen basic functions of payroll, human resources and policy management in selected central agencies and line ministries
The objective of the assignment is to provide a Human Resource Management Information System (HRMIS) that meets the business needs of the Somaliland government by delivering comprehensive functionality, valuable reporting, increased efficiency, improved risk management, remaining relevant with a robust self-service function that is led and managed by the Somaliland Civil Service Commission.
The Consultant Firm will closely work with the government team led by the Civil Service Commission in close consultation with the Ministry of Finance Development/Office of the Accountant General. The International Firm will have the freedom to propose any method which is necessary to fulfill the stated objectives of the HRMIS. However, it is expected that the firm will consult closely with key staff of the CSC and particularly work with the HRMIS Director/Head.
The proposed duration for the assignment is Twelve (12) calendar months from starts date.

The Civil Service Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:
- Core business of the firm and years in business.
- Specific experience in successfully implementing similar assignments (in-depth international expertise in developing HRMIS and implementation)
- Experience of relevant services in an environment similar to that of Somaliland (Demonstrate experience in development of HR database, statistical program with large public/private entities and public administration reform).
- Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.
Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s Policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
